Britain's foreign secretary Jack Straw said there is “no point” in moving forward with ratifying the EU constitution, but yesterday, the Swiss surprised everyone when they voted with a majority of 53% to accept the Schengen and Dublin agreements. In the past Switzerland has been EU-neutral, but with this action the Center for European Policy Studies in Brussels called the nation a 'virtual member' of the European Union. But can the EU survive the 'non' vote of France and the Netherlands?
